Local Arrangements to Manage Groundwater Demand and Lessons for WB Operations

Best Best & Krieger LLP Managing Partner Eric Garner will be speaking on "Local Arrangements to Manage Groundwater Demand and Lessons for WB Operations" during a Groundwater Governance Session at World Bank Water Week 2017.

As a generally cheap water source, suffering from poor regulation and limited knowledge, groundwater is now being used beyond sustainable levels in a number of countries. Experience has shown that scaling back groundwater use is extremely difficult. Top down approaches often fail due to strong resistance and weak political support. Most governance manuals therefore recommend local groundwater management (bottom-up) solutions — but this is more easily said than done and the thinking is still evolving. Learning from current World Bank operations and other experiences, this session will present a range of different local governance solutions and discuss their successes and limitations. A panel of international experts will hold a discussion with the WB audience to capture lessons learned and valuable advice for designing operations.
