BB&K Welcomes Water and Environmental Partner Lowry Crook

Served Senior Positions with the Army Corps of Engineers and the White House

WASHINGTON, D.C. — After serving in senior positions at the White House and Pentagon, Lowry Crook has joined Best Best & Krieger LLP’s Environmental Law & Natural Resources practice group. Crook will put his years of experience collaborating with the country’s top officials to work for clients by helping them navigate multiple intersecting legal, policy, funding and regulatory schemes across water, infrastructure and environmental agencies and Congress.
“Lowry has great experience in the water, infrastructure and the environmental field, and we are excited that he is bringing his unique experience to BB&K to help serve our clients,” said BB&K Managing Partner Eric Garner.
Before joining BB&K, Crook served as a senior leader and counsel overseeing the Army Corps of Engineers, the White House Council on Environmental Quality and the Federal Maritime Commission. Prior to his government service, Crook worked for 10 years as a litigation and government investigations attorney at a law firm in Washington, D.C. He earned his law degree from the University of Texas, a master’s in public affairs from the LBJ School of Public Affairs and a bachelor’s degree from the University of Texas with a specialization in government. After law school, he clerked for then-Justice Greg Abbott at the Texas Supreme Court.

Crook advises and represents public and private clients on water infrastructure, the Clean Water Act, environmental review and permitting, ecosystem restoration, and disaster resilience and recovery issues. A partner in the firm’s Washington, D.C. office, Crook works with cities, counties, water districts, flood control districts and private entities to develop and advance water infrastructure and ecosystem restoration projects, expedite environmental reviews and permitting, resolve water operation and regulatory issues, and prepare for — and recover from — natural disasters. Crook has already begun advising on Army Corps of Engineers projects and regulations for BB&K clients — including a coastal barrier proposed to protect the Houston-Galveston region in Texas from hurricanes and storm surges, ecosystem restoration projects in Texas and California, and how proposed changes to Clean Water Act jurisdiction will impact municipalities.
